But to
answer your question here
it goes.
A 'dead
peer' is a peer that has
failed, rebooted, or is
otherwise unable to
communicate with the host
using the ISAKMP SA.
For convenience's
sake, we include the case
where the connection
between the peers
has gone down (e.g. the
user hung-up, there was a
routing error, the
ISAKMP SA was deleted,
etc).
