Policy Configuration

Say policy is configured
as a range of selectors
(say src ip is
1.1.1.1/255.255.255.0) on
a gateway which provides
vpn for its clients.
Q1. Should it
accept Phase 2 requests
for individual and subset
of range specified in the
identification
payload?
I know
that the Q1 is
implementation specific.
What is the general
implementation
?
