VPN access

A NT PDC is previously
setup, there is a new
member server for LAN
routing as well as
VPN.
I am in the
confusion of .. how does
remote user get the
authorization from, is
this from PDC or VPN
server itself.
if VPN
does, what is the
configuration and setting
on this,
