VPN service

Hi guys, I'm not that
much of a techie but I
want to start a VPN
service. I just dont
know how to start. I
would like to have a VPN
service where 1000 users
can have an account and
log in just to have
encrypted internet usage,
so that skype and all the
other VOIP services work.
I think it should use
SSL but your comments and
suggestions are most
appreciated. I was also
looking for a internet
backbone connection map
of the middle east so I
could see where the next
"free" port in terms of
censorship is, and
ideas?
