how the speed varies

i want to know will the
speed vary depending on
the nework traffic if
there is a connection of
tunnel established
between two work stations
on vpn?
please
help.
or will the
bandwidth remain same
until the connection
established
exists.
if new
user want the vpn session
to establish from the
same office will the
bandwidth given by the
service provider will be
get shared on two
sessions ?
